US-Ukraine Talks Conclude: Rubio Describes Them as "Productive"

The talks between US and Ukrainian representatives on the US-proposed new 28-point plan to end the Ukraine crisis, held in Geneva, Switzerland on the 23rd, concluded that evening. US Secretary of State Rubio described the talks as "productive," but the Ukrainian representatives did not appear after the talks ended.

The talks were held at the premises of the US Permanent Mission to the United Nations Office in Geneva. Around 20:30, Rubio met with reporters. He stated the talks were "productive," mentioned that US President Trump was satisfied with the progress, and said that "the outstanding issues are not insurmountable."

When asked about Trump's demand for Ukraine to accept the 28-point plan by the 27th, Rubio said he was very optimistic about reaching an agreement within a "very reasonable timeframe" and hinted that the 27th might not be a strict deadline.

Rubio mentioned that there are still some issues on which the US and Ukraine have not reached agreement. Some pertain to wording or language, some require higher-level decisions and consultations, and others simply need more time to address. He emphasized that the 28-point plan is a "flexible document."

Rubio declined to provide specific details of the talks, including whether Ukraine is prepared to compromise on key issues such as territory, whether the US is willing to provide Ukraine with security guarantees similar to collective defense obligations, and whether the US would demand concessions from Russia regarding proposals from the European side. He said that Trump and Ukrainian President Zelensky "might" hold a meeting.
