The 2025 Plenary Meeting of the Second Hainan Provincial International Expert Advisory Committee for the New Energy Vehicle Industry Convenes

According to the "Hainan Release" WeChat public account, the 2025 Plenary Meeting of the Second Hainan Provincial International Expert Advisory Committee for the New Energy Vehicle Industry was held in Haikou on September 27. Wan Gang, President of the China Association for Science and Technology and Chairman of the World New Energy Vehicle Congress, attended and delivered a speech. Liu Xiaoming, Deputy Secretary of the Hainan Provincial Committee of the Communist Party of China and Governor of Hainan Province, delivered a welcoming address.

Wan Gang pointed out that while advancing the construction of the Hainan Free Trade Port and the National Ecological Civilization Pilot Zone, the Hainan Provincial Committee and Provincial Government have promoted the development of the new energy vehicle industry with a long-term perspective, providing a Hainan model for green, low-carbon, and sustainable transportation development for the world. He hopes that everyone will contribute ideas and suggestions for the development of Hainan's new energy vehicle industry, plan forward-looking key projects, explore diversified technological pathways, and, from a market-oriented perspective, strengthen targeted policy support while continuously innovating technologies in areas such as photovoltaics, wind power, hydrogen energy, and energy storage. It is essential to seize the opportunity of the imminent island-wide customs operation of the Hainan Free Trade Port, focus on the entire industrial chain including new energy vehicle testing, sales, service, and culture building, build an industrial development system, create a favorable vehicle usage environment, establish facility guarantee mechanisms, promote the transition of newly added vehicles to new energy, and tap into the potential of the new energy vehicle rental market. The integrated development of "vehicles, roads, and cloud" should be promoted to improve traffic efficiency and safe, comfortable travel capabilities, jointly driving the high-quality development of the new energy vehicle industry.

Liu Xiaoming, on behalf of the Hainan Provincial Committee and Provincial Government, welcomed the guests. He said that since its establishment, the second Advisory Committee has introduced intelligence and resources to Hainan's new energy vehicle industry, promoting its rapid development. He requested that the Committee continue to serve as a "think tank" for industrial development, introducing advanced concepts, cutting-edge technologies, and mature platform architectures to Hainan, providing more forward-looking and strategic decision-making references; continue to act as "senior experts" for problem-solving, building more flexible and deeper regular interaction platforms to provide more solutions and practical paths for addressing Hainan's challenges; and continue to be a "super connector" for resource aggregation, actively promoting Hainan's open policies and development opportunities, attracting more high-end talent and leading enterprises to gather in Hainan, facilitating more R&D collaborations and industrial projects to land in Hainan, and cultivating Hainan, this "experimental field" of reform and opening-up, into a "harvest garden" for global cooperation and exchange.

Yu Junqing, Member of the Leading Party Members' Group and Secretary of the Secretariat of the China Association for Science and Technology; Hou Maofeng, Vice Chairman of the Hainan Provincial Committee of the Chinese People's Political Consultative Conference; and Fu Xuanchao, Secretary-General of the Hainan Provincial Government, attended the meeting. Chen Zhixin, Vice Chairman and Secretary-General of the Advisory Committee, delivered a work report, and the participating experts engaged in interactive exchanges.
