Multiple Regions Launch New Year's Resident Medical Insurance Collection; Individual Contribution Remains Unchanged at 400 Yuan

Around the National Day holiday, many regions officially launched the enrollment and contribution collection for the new year's Urban and Rural Resident Basic Medical Insurance (hereinafter referred to as Resident Medical Insurance). Notices on contribution collection published locally indicate that in 2026, the minimum individual contribution standard for Resident Medical Insurance remains unchanged at 400 yuan. Combined with fiscal subsidies, the total financing standard for Urban and Rural Resident Medical Insurance rises to 1,100 yuan.

This marks the first time the individual contribution standard has "paused its increase" since the establishment of the Resident Medical Insurance system. Jin Chunlin, Director of the Shanghai Health Development Research Center, told First Financial that due to slowing wage and income growth, the contribution base for Urban Employee Basic Medical Insurance in many regions has also seen minimal or zero growth. The zero growth in the Resident Medical Insurance contribution standard aligns with the economic purchasing power of the insured.

On September 28, the medical insurance bureaus of Henan Province and Guizhou Province simultaneously announced the financing standards for Urban and Rural Resident Basic Medical Insurance. The individual contribution standard remains the same as last year, at 400 yuan per person. The fiscal subsidy is no less than 700 yuan per person, making the total Resident Medical Insurance financing standard for 2026 no less than 1,100 yuan per person annually.

On September 30, the Hunan Provincial Medical Insurance Bureau issued and interpreted the "Notice on Effectively Carrying Out the 2026 Urban and Rural Resident Basic Medical Insurance Enrollment and Contribution Collection Work." After the National Day holiday, provinces like Shaanxi and Gansu fully initiated the enrollment and contribution collection for Urban and Rural Resident Basic Medical Insurance, announcing the contribution standards and supporting measures.

Following the usual annual schedule, around July or August each year, the National Healthcare Security Administration, the Ministry of Finance, and the State Taxation Administration jointly issue a notice regarding the work related to the basic medical security for urban and rural residents for that year. A First Financial reporter learned from individuals involved in policy formulation that the core of this annual document for Urban and Rural Resident Medical Insurance is to determine the financing standard for the following year. That is to say, the document issued in 2025 will determine the financing standard for 2026.
